The
One ATM System server
architecture will support
a clustered configuration
where each Unit may
host a cluster member.
Each cluster member
will be capable to provide
its service to all Units
and third parties, if
any. |

The
distribution of active
roles in the cluster
will be arbitrary determined
by cluster mode management
at run time. Cluster
reconfiguration will
be followed by clients
automatically. |

The
One ATM System shall
be able to support all
Air Traffic Control
Services provided by
all Members within all
airspace under their
responsibility. |
|
|
Each
cluster site of the
One ATM System Network
shall be able to be
operated in a degraded
mode supporting local
services for a Unit
as a survival facility.
Connectivity of each
cluster site to external
stakeholders shall be
provided in a way to
enable full operation
and survival operation. |

|
Notwithstanding
the organisational framework
of the future One ATM
System operation indicated
below, the identity
of the Members shall
be respected. Air Navigation
Services will continue
to be provided by each
Member with regard to
the airspace under its
responsibility using,
at the sole discretion
of such Member, its
own ATC centre and other
premises. |

The
further design and specification
of the technological
solution, the operational
model and the organisational
form including the underlying
business concept shall
persistently follow
the principle of economy
of scale and shall be
strictly focussed on
cost efficient solutions
providing a balance
between demand and capacity
respecting required
target safety levels. |
